Well, I've had a few reviews from scripts I've submitted, and the feedback has been wonderful. It requires that you read 2 scripts for every one you submit AND for every review you get, that also uses read credits requiring you to continue reading and reviewing other people's work to continue to get yours read. It's a very, very fair system, in my opinion. When you submit a review, there is a minimum word requirement of (I believe) 50 words, and you take a quiz over the script prepared by the writer before it will count. Very comprehensive site, and if you want a lot of reads very quickly, I recommend it.
